How the limits work
The tool run allowance is shared across every tool. Running twenty different tools once each uses twenty runs, the same as running one tool twenty times — there is no per-tool quota to work around.
It resets on a rolling twenty-four hours from each run, not at midnight. Midnight is a different moment depending on where you are, and a limit that resets at someone else's midnight is confusing.
Indexing submissions are counted per month. Submitting a URL is not the same as it being indexed, and nothing here will tell you a page is indexed without having checked that it actually is.
