Measured in pixels, because characters are the wrong unit and always have been. Google truncates on rendered width, so a title full of capitals and Ws runs out of room long before one made of narrow letters at the same character count. A 60-character rule passes titles that visibly truncate and rejects titles that would have been fine.
It also finds duplicates, which matter more than length: two pages with the same title are two pages a search engine cannot tell apart.
Common questions
Why measure pixels instead of characters?
Because that is what actually truncates. "WWW Marketing Manchester" and "illinois institution" are similar character counts and very different widths. Any character limit is wrong for one of them.
Does a truncated title hurt rankings?
Not directly. It costs clicks, because the part that gets cut is usually the part that would have persuaded someone. Put what matters first and treat the tail as optional.
Why does Google show a different title than mine?
It rewrites titles when it thinks another one matches the query better — often using your h1 or a heading. A title that gets rewritten frequently is usually vague or over-stuffed with keywords.
Do duplicate titles matter?
More than length does. Identical titles across pages tell a search engine those pages are interchangeable, so it picks one and the others compete with it for nothing.
